I have heard a suggestion that the job currently done by the IPCC Independent Police Complaints Commission could be done by using computer or lottery methods of some kind to randomly select the required number of people 10/12 or more?) from the general population of the UK. The idea is that the current IPCC system may have some bias in favour of then police due to its tie up with the Home Secretary and the Crown.
Is there a simple way this selection could be done by computer in some sort of public yet controlled environment, so that the selection can be seen by all to be fair, e.g. the national lottery is in a public yet controlled environment and people can see that it is fair.
Could they be selected by some sort of numbers system?
